1.Onoki (Tsuchikage)
2.A (Raikage)
3.Mei (Mizukage)
4.Gaara (Kazekage)
5.Tsunade (Hokage)

Oonoki (For Obvious reasons)

Mei (Hot, and lava + acid breath is awesome)

Gaara/Ei (Gaaras very skilled, Ei isnt higher because he's too reckless and get angry easily,)

Tsunade (Yes, its cool that she can regenerate constantly, but think about it Oonoki can vaporize her and she cant heal from that, Mei can melt her and she cant heal from that, Gaara can crush her and maybe she can heal from that but w/ all that pressure that the sand can exert, she wont be able to move, and Ei has the speed factor on his side. Im not saying she sux of anything, but she's definitely at the bottom)

Its really difficult to say. The battlefield plays a huge role in any battle. Battles are won or lost on this little detail. Like Gaara would be the strongest in a the sandy battle ground. Oonoki's effectiveness drops if he is in a situation that eliminates flight. Mei would stand out in enclosed areas. Plus there's a paper-rock-scissors thing going on here. In other words its like asking: Which is strongest? Paper, rock or scissors?

On a neutral battlefield.:

1. Oonoki (simply because he can fly)
2. Gaara (he can also fly)
3. A
4. Mei
5. Tsunade (she can be on top under the right circumstances...(lol I'd let her be on top anytime of the day if she wasn't a grannyxd))

well onooki for sure is number 1, his techs and battle experince as basicly kept the kages alive.


2) A, right under onooki. A' with onooki techs are nasty to say the least. so he goes second.



3) Tsuande, Mei and Garra are in support roles and they are about on the same level in terms of battle contriutions


So I break them up into front lines;

Onooki with A,


And backlines;

Tsuade,Mei and Garra.

dude u cant put A under Mei, he maybe reakless but he has fough very well in the fight. They simply would have been able to attack without A and Onooki working togther liek that do.

People are underestimating Mei lately. I think Mei just looks bad in recent chapters because her techs aren't complementing the fighting styles/jutsu's of the other Kages. Her lava/poison/acid jutsus all work better in solo battles. She's kinda in the way of the others and others are in her way. She's the weakest team player, but not the weakest individual fighter in this team. The strongest fighters are the ones that can transform the battlefield to suit themselves and hinder the opponent. Hashirama could create forests. Tobirama could create tons of water. Even Gaara modified the battlefield against Kimimaru once. The Raikage cant do any of that...he has to suck it up. Mei, on the other hand, has the potential to change the battleground to suit herself.

The raikage is a more valuable team member but I wouldn't write Mei off so easily in a Mei vs A.
