Does naruto need to be ranked??

I mean yeah sure his a genin but he currently can solo all the kages(individually) and is ranked 4th in the strongest people list. I think after the war he should be promoted to jounin first before been made kage because there no use making him do the chunin and jounin exam if he would just smoke the ninjas he faces.
