it is true that madara has hashirama in him but he is not yet complete he still needs the uzumaki life force in him and their affinities.

the only uzumaki left in naruto so he actually needs naruto and naruto has the nine tails so this is actually perfect for madara.

the scroll that kabuto had was fusion for madara and naruto to become one and for him to be the next sage of six path.

so in secret kabuto was going to take over madara body and have unlimited , kabuto is smart right.
