why madara first 9 places? simply becouse noone is near close to him, imagine preta absorbing, huge shinra tensei and meteorite spam, 1000 clones with complete susanoo and rinnegan, hashirama's abilities spam....tobi cant suck him, beacause he would blow up from inside
