To my understanding, Oro hasn't been defeated by any physical means. Genjutsu and sealing is the only thing he has been beaten by. So couldn't he go toe to toe with Madara? Meteor would crush him but could it kill him? A slash from Susanoo would devastate him but not kill him? Flower world could be cut down with Kusanagi? (fight vs Naruto it extended hella long.)

like you said, oro is weak against genjutsu,specifically sharingan genjutsu, and by definition madara has tsukuyomi, so it would be a bad match up, that aside, oro could hold his own for a while, i dont think the pollen from the flower world would affect him considering has vast immunity to poisons and such, he should have some tolerance against the spores, and hes pretty impervious to all physical attacks , but madara is just on a different power scale, oro would be pressed the entire time, genjutsu aside
