He was talking about Tobirama. And actually Tobi would make a difference, seeing that he can warp over to Madara and rape him with the Rinnegan while going untouchable for any attack Madara throws back at him.

Oonoki just lightens the meteors even if it's by surprise, and probably the 1st Tsuchikage can help him. Susano'o army means nothing because of jinton. The rest of the Kages can take Madara himself mid difficulty; there's too many and they're too hax once Madara's meteors and susano'os have been taken out of the picture. Perfect susano'o can probably be handled by Yagura alone if he has three tails, though Hashirama could help as he's done if before. Madara's rinnegan techs like preta won't do as well with physical speed blitzers like Minato, Tobirama, and the two Raikage. The Kazekages can seal him once he's been taken down. He's a freakin monster but against all of the Kage (22, all boss level btw) he loses.
