1.The Death Reapper seal was created by Minato (as far as we know from the manga) therefore it isn't a Senju jutsu, at most it could be considered an Uzumaki jutsu.
2.Once the death reaper is summoned the contract can't be "canceled" as he already takes possession of the caster's soul.
3.Madara can't know about this jutsu, if it was created by Minato and he was long dead by that time.

The part where the rinnegan user is not affected by it is kinda far fetched (we don't have any proof for that) it could be possible since the Rinnegan grants the user control over life and death.

Well the jutsu could be written on one of those secret forbidden jutsu scrolls to which the Hokage has access to

Sorry to say, but, You've got it all wrong....

1) It was Kushina that taught Minato the Reaper seal.....

2) If Madara can cancel a recently developed powerful jutsu such as edo tensei so easily... it would be crap to think that he doesn't know about some sure kill techniques such as reaper seal, especially when he hates senjuu's so damn much........

3) The Rinnegan is a superior jutsu which deals with souls, so, it isn't out of league for it surpass another technique based on souls such as reaper seal.......
