Lets just say Tobi is successful in collecting the Kyuubi and the Hachibi, fully extracts them and is ready to make the Juubi.
How is he going to get the Juubi's body back?
He himself has said it is inside of the moon. I believe the Juubi is Gedo Mazo, but it very well still be inside of the moon, how is he going to get it back?
How does he plan on defeating/sealing the Juubi?
When he creates the Juubi he is going to have to seal it and likely defeat it. The Juubi is likely not going to comply to be sealed, so it is going to put up a fight and it isn't exactly easy to seal a tailed beast let alone a COMBINATION OF ALL OF THEM.
Does Tobi even know the jutsu to seal tailed beasts?
Tobi says there is a jutsu that passed down in secret, who exactly passed it down to him? No one who has ever sealed a tailed beast would associate with him.
How is he planning on casting Mugen Tsukuyomi?
As far as I know, Tobi has no MS. He almost died vs Konan, so I'd imagine that he would bring out of his strongest jutsu, yet he used no MS. So, that would pose the question who would cast Tsukuyomi for him? Maybe the Juubi and it's eye gives access to it, but I'm skeptical of his plan.
Overall, a lot of questions are unanswered about Tobi's end goal and I'm wondering what he is really planning to do if he gets the tailed beasts.
