You bring up a good point about internet service but it depends on both the computer and the internet service, but more on the computer. you can download things without internet you know. for example a program off a disc or files in a usb, and how fast those things download depend on the computer and not the internet.

If your computer is 12+ years old then the computer might slow downloads. Any computer from 20XX can handle anything our internet can give to them, Unless you have 100+ GB/s which is insane. The internet is almost always the bottle neck anymore. Back in 2000 I think I had a model which could handle 30MB/s which is far more than the internet can give you even today.

USB 1.0 could handle 1.5 Mbps
