no, but Minato DOES have some techs that make it possible for him to win. i'm not saying he wins all day or that minato is stronger, just that its possible for him to win. being stronger doesn't always mean you'll win, especially when the opponent has a technique that can exploit your weakness and yes, being sealed is madara's one and only weakness and i don't think anyone is better at sealing than minato.
