Okay What Do the Symbols Of the sharingan mean Like When sasuke was fighting naruto at the final vally he gain 3 toe moe and it made him see all of naruto's moves that he couldn't see with 2 so please tell me what the 1 toe moe & 2 Toe moe mean?

There is no 1 tomoe concept.

When sharingan is activated first time in user's eyes, it appears with 2 tomoes in each eye.

Eventually it will progress to 3 tomoes and increases the sharingan abilities up to some extent (with continued practice or bearing/feeling more pain/stress).

From 3 tomoes sharingan eyes, the next level is Mangekyo Sharingan (MS) then Eternal Mangekyo Sharingan (EMS) and finally RINNEGAN.
