If by efficient, you mean who plans things out and utilizes their chakra and powers to the fullest of their abilities, the obvious answer is Shikamaru. He showed it a long time back in his fight against Temari in the chunin exams.

The reason I was thinking shika (I have not decided yet), is because as well as being part of a strategist clan (the nara) he is also exceptionally lazy and would do the best he can to minimize effort, meaning taking the most efficient route, this has been stated and shown many times in part one.

Then you have minato who took out the most powerful antagonist in the series in under a minute, and itachi who planned out his whole life as well as his little brothers.

Kakashi is kakashi.

um...naruto deserves to be on the list...much more so than shikamaru...if its feats then naruto...if its popularity...naruto...if its most valubale...naruto..if its NARUTO universe...then it most likely will be naruto....geez can we stop being prudent on the main character .....what about jiriaya? what does infact qualify any shinobi for efficiency anyways...which was not specified at all:sy:

1. That shows that he's incredibly powerful, not necessarily efficient.
2. He obviously didn't do a great job with that plan. Nothing really turned out the way he wanted it to.

The laziest people are the most efficient. Shikamaru still trumps all.
