How about you use some logic here bud? If there is an infinite Genjutsu and he can control anyone, he is put in a position of ultimate power, and he achieves world domination. OBVIOUSLY THERE WILL BE PEACE, but it is pretty obvious he doesn't want to do his plan for peace, he wants to be in total control.

No he realised that there is no hope for humans and that the only way to obtain peace is with his moons eye plan. He said that in the five kage summit as well. He has lost faith in humanity.
