How could Tobi be that goofy?

Ok i get that he was being all goofy because he was trying to sorta hide his identidy or sumin like that. But as serious and commited as he is now to world domination through the eye of the moon plan, it makes me wonder how he could have possible pretended to be that goofy? idk maybe theres some sort of explanation for that, like that tobi took over obito's body and gave in to obito's personality when it was neccesary. Not a good theory but im just saying. Im just confused as to how a man who started a costly war with the 5 great nations could have at one time pretended to be an annoying goofball??

Who knows what Kishi's plan was for Tobi/masked man at that point in the series. He might have intended Pain to be the real mastermind behind akatsuski, or go with an alternative story. Or Tobi could have just been so determined to succeed with his plan that he was willing to look like a fool to accomplish his goal.

Two possible reasons in my book:
One: The only thing I know to have two personalities is zetsu. Madara is known to have hashi dna which is why zetsu. So maybe it is something to do with that. Or as you said maybe obito's body as the host and could give his personality.

Two: Uchiha's are good liars/actors look how itachi acted as if he was pure evil and had no emotions after the massacre. Even so he was catch crying that time he thought sasuke was probably dead probably because he failed. Tobi wears a mask that means he can also hide all facial expressions.

Also we need to realise that this is a anime and it's just what kishi wrote know way someone could act that goofy but really be that serious.
