Hiruzen Sarutobi was praised by Kabuto as the strongest kage when he was 68. He died at that time, but against Kyubi(13years before), he was 55(just older than Sannins).
That means at that time he was probably at his best(like Sannins), and elders have even stated that they prefer giving the Hokage post to very high experimented shinobis(that means almost at his age or more), but even at that time, he prefered giving his post to a young ninja like Minato(probably between 20 and 25).
It means he and the village(even elders) acknowledged his power as being the strongest(or at least already stronger than Hiruzen since he was still alive and activ as hokage at that time)
During Kyubi's attack also with Homura, Koharu and some others help, he did his best to chase Kyubi out of the village but he was still waiting for Minato instead of trying to handle Kyubi himself:

And Minato after that did his best to handle Kyubi. So judging by the performance, judging by the fact Minato was hokage instead of him(when he was probably in his prime), i think personally that Minato was stronger than him, but it's obviously only my opinion.
