Probably not that strong. His death was the catalyst for Nagato's coming out party. I seriously doubt he would have matched Itachi or Nagato had things been different.

Jiraiya was his teacher, so i think he would be Akatsuki lvl material (He was organizing the group once).

He would be around Kakashi's level if not higher he was taught by Jiraiya yes but that doesn't entirely mean that he is that strong i doubt he would be any stronger than Deidara if he progressed further

He seemed to realize that Nagato had a higher potential of becoming stronger so it seemed like he was just the glue that kept the group together rather than the actual strongest person there, which he seemed to put in high regard to Nagato, that's why he praised him so much.
