I think he would have implemented a lot more missions involving reconnaissance and intel gathering on other villages and countries. He always seemed to be involved someway or another with the affairs of other villages, and as we know loves to "spy".

Of course the whole Pain debacle is another story, but i'm thinking if J-man had some back up during his fight with Pain things look a lot different then.

But who knows.

There is a reason why Jiraiya never became Hokage. The Third chose Oro over him because Oro was considered a genius. Jiraiya chose Tsunade over himself because Jiraiya was never kage material and more of an intelligence gatherer.
