Their role is to command the shinobi forces, not fight on the front lines. They would just get in the way of Naruto at this point.

Still, the war will be pretty much over once Madara is gone. Besides, you're forgetting that they actually are at the front lines right now.

And if the Kage themselves get in the way of Naruto, what role will Guy, Kakashi and the Fodder 11 play?

They are fighting on the front lines for two reasons:
1. As a last resort.
2. Plot no jutsu.

If Madara is gone they can resume command at HQ.

Kakashi and Guy have played no substantial role against Tobi at this point.
