What makes Assume Uchiha a top rank shinobi? By the Uchiha standards, and as mentioned by Kakashi, Oorochimaru, The 9 Tails fox, and Tobi Sasuke has almost unlimited potential. He was able to master the uchiha clans fire and weapon techniques at the age of 7 years old. Graduated at the top of his shinobi class. Considered a genius among his class. He learned to copy rock lee's fighting style as well as speed in a short time span during the chuunin exam, and also learned chidori. By the end of the naruto series he had mastered his sharnigan and evolved it into the stage prior the ms. During act 1, he faced, Haku, Zabuza, Oorochimaru, Sound ninja, Gaara, Sound 4, and Naruto. As well as was branded with the curse seal of Heaven. His fame truly didn't start until part 2 of the series. When we see him in shippuden his sharnigan has progressed to the point of surpressing the 9 tails fox, he has a stronger degree of charka, as well as control, a much larger scale if jutsu, he has a contract with snakes(removed), hawks, is able to control his curse seal release, his speed, and stamina have greatly been heightened. He awakens his ms, EMS, creates various new Mitsubishi, activates susuano, along with the others abilities. He defeats Oorochimaru, Deidra, Itachi, battles the kages and survives, kills Danzo, and battles Kakashi while nearly blind, and is still able to fight after his battle with danzou. Forms the team hebi/taka. Need I keep going on. Yes he is bent on vengeance, look at his circumstances, but his look, attitude, and composure makes him one of the best characters in the series.
