I don't think he reads the manga. It was just stated today about his ability in the new anime episode which is why he's asking. If I'm wrong, then sorry

It is not further explained in the manga. Most fans presume that -like with a kekkei genkai- you must be born with that ability. Both Mu and Onoki were born with it and Mu taught Onoki how to use/ control it.

i think op is presuming that oonoki is not related to muu so hes asking how oonoki could have the same ability in that case, because the anime made it clear sandaime raikage was A's father but left no hints at oonoki's/muus reltionship besides master/student, yet the share the same extremely rare ability

based on very little i think we have to assume theyre of the same blood line and Muu took oonoki under his tutelage probably because of that reason

I don't think anything has been said regarding Dust Release or Onoki's parentage.

I always assumed that it was just a secret jutsu that Mu taught Onoki, just because they have the ability to switch which element takes precedence.

I think its more like Mû most likely was the 1st Tsuchikage's student and respected him. And before he died could have made Mû promise to watch over little onoki (who the first Tsuchikage liked) so Mû took him under his wing, and onoki just so happened to meet the requirements to learn from him. Just a theory.

i HIGHly doubt two kktota users appeared in tat country by sheer lock.. it has to be passed down somehow...

i think its a recessive gene in one of iwakagures bloodlines , something thats present but not always seen, may only show itself in one or 2 people every generation or so
