Did you count all of the people that tobi is responsible for killing in the war seeing that he started the war+death of jins and the dead from villages attacked by akasuki seeing that he organized the akatsuki? And i say either naruto or tsunade.

We don't even know what happened as of yet, and Itachi had no chance whatsoever of doing that if it weren't for Sasuke. Itachi got stomped 1 on 1, and if Kabuto wanted he could just make 1 hand sign and Itachi would crumble, but he wanted to rewrite him.

So that one doesn't really count imo lol, but yeah.

Well even if you don't count him, he did evade a Konoha civil war, that could have led to a war with another country, that could have escalated to a third ninja world war
