Why didnt nagato use outer path to revive yahiko and others when he was alive?

Think about it... he has been able to use outer path, the ability to revive those that are dead. Some of his closest friends, such as yahiko could have been revived. With his abilities, he could have resurrected him as well as akatsuki members who have fallen in battle, so why didnt he use it? He knew what it was capable of, so maybe there is something we dont know about this ability?

I believe its a time frame jutsu it can be used in between "A & B" A = The time he started killing ninjas from Konoha. B = Until his death.

People say there is a time frame and i thought this at first, but when tobi said that the rinne tensei was supposed to be used for madara, that cancelled this theory. Madara after being revived echoed that nagato was supposed to revive him and not edo tensei.

The second theory was that he can only revive those he has killed and this theory got disapproved again because of the madara issue.

Final theory is that he didnt know how to use that technique when yahiko died. Once he does why didnt he revive him?. Most likely because of the time frame
