i think ima call this a tie, because genjutsu is raikage's weakness and raikage's speed is itachi's weakness but depends on which one lands first.

Good point,but this a 1v1 he wouldnt be distracted by teammates and grabbed by sussanoo easily.

See the thing is he was forced to look into his eyes, he got grabbed and he turned around to see who/what grabbed him ( i call it involuntary movement) remember he got grabbed in the first place be cause he was distracted. this won;t happen to raikage because he is focus on the fight, for tsukyomi to take effect he would have to look into itachi's eyes, i see this been a tie or itachi very high difficulty because itachi has other genjutsu's besides tsukyomi (finger genjutsu :shrug: )
