Wow, really? I didn't even blink at that point in this chapter. I hope and guess this thread is sarcastic, right? It clearly shows the 4 people seated in the room on one of the earlier panels, only Hiruzen has white hair. Even my grandmother would understand that, geez xd
Unless Tobi colored his hair, space/timed himself in the room without anyone caring about that and then told Itachi that, lol.

If people didn't get that it was Hiruzen, then how on earth did they manage to pay attention when Itachi explained Izanami? No offense intended, but this is just ridicules...

It is Hiruzen or Homura Mitokado, most likely Homura.

First of, look at the first panel. Itachi clearly stands on his knees slightly to the right of Hiruzen, in that panel with the "hair guy" Itachi is slightly on his right. If it had been Homura, Itachi would have been positioned further on the right.

Second, the way Hiruzen is talking on the previous panel would make it unrealistic for someone else to say the last line;

Hiruzen: " Uchiha used to be our comrades in arms... I want to use words and not power against them. I'll think of a strategy... Itachi, try to gain as much time as you can [so that I(we) can have enough time to think up a strategy and act upon it, preventing both a rebellion and avoiding a massacre]"

Danzo: "... [Clearly thinking that he doesn't believe that Hiruzen is right and that they need to act fast. That's why he confronts Itachi later on behind Hiruzen's back to make Itachi wipe out the Uchiha]
