I have doubts in how strong he really is. Maybe not Suigetsu. But i think Kabuto could take him.

I just think hes kind of seen as stronger than he trully is. Like, i dont think he could take Itachi. While Kabuto could take Itachi and Sasuke and i think he will come out of the fight alive. Plus i think he's a bit of a troll. Sasuke was going to die by Danzo multiple times, but Tobi interviened. Sasuke was injured befor and on the verge of dieing and Tobi saved his ass. I think hes just kind of an instegator

I agree Kabuto could take him. Edo Tensei rapes almost everything. But seriously, how do you have doubts on Tobi's strength? Please explain. lol nevermind. You already did.
