He can do it in various sizes, but in terms of releasing it's hard to determine if he can unleash it faster and remember he was controlling those paths. His shinra tensei equals Pain. If Naruto can take shinra tensei than Madara can as well.

It doesn't take much Prep, it takes longer if he is using the paths of Pain, But if he uses himself he takes little to no Prep.

The only Prep it needed was to Focus all Pain's paths chakra's into Deva, Since nagato has all paths in one body when he fighting himself he does not need to waste time shutting off chakra to the other paths.

Also as someone said, Naruto stated that Nagato's Jutsu are Faster/more powerful than the paths of pain.
