Has nagato ever once shown the ability to control the statue with a single tailed beast in it, no he hasn't. The only time he was able to use it is when he fought hanzo and look how easy it was for him to avoid the dragon that attacked.
He has never used it again because he does not have enough strength to use it like tobi does ans it left him cripple.
