What are bad guys so cocky?

Seriously most bad guys lose because of their cockiness. Hidan lost to shikamaru because he underestimated his skills. I can't even count how many people lost to naruto because of cockiness. Even tobi is underestimating shinobi nations by waging war against them.

Seriously WTF villains?!?! You gotta stop being cocky. Underestimation is the heroes greatest strength.
