Don't get it twisted.

Kakuzu had a mission to kill Shodaime, i doubt Kisame will even accept this mission, he'll shit in his pant.

Kisame will be over dominated when the 4 mask will assault him from all sides.Kakuzu's doton ,his skin's hard like diamond,daton>suiton.it's not some water that will even scratch his body.Samehada can't absorb any chakra type,for exemple its hate Katon.
Kisame will get stomped if he fight against kakuzu.His absorbing jutsu doesn't cover 360° ,Kakuzu's mask can attack from all sides at huge scale.

Kakuzu > Kisame

Kakuzu is a very powerful shinobi. He is able to live for a long time becaus of his multiple hearts.

But the other akatsuki members are also very strong and he seems to pale in comparison to them. We also did not see a lot of him in naruto because he was killed a little after he was an important part of the show.

what surprises me is not that kakuzu is under rated it is that zetsu is almost always underrated. But really out of all the Ataski his/their abilities are amazing. With the demonic statue he has the ability to take on an entire allied army, which is more effective then sasori. He can copy any person perfectly, which is better then kisame hiding in his sword. Record any battles for mass Intel, absorb mass amounts of chakara, equal to Kisame. He can traverse though the earth/ plants, which makes most berrors and traps useless. He can completely erase his existence, which makes surprise attacks 100% effective. Not to mention that we haven't even seen black zetsu's abilities.

Im a huge konan fanboy, shes one of my favorite characters but no way she can be that high!

Also, tobi at 3? Current tobi => nagato and is DEFINITELY > itachi.

yes i 100% agree zetsu is so underrated just because he looks different i guess haha nah jokes , or people just seem to over look his abilities because hes with tobi often and tobi helped him out a bit

Nagato could not pawn tobi anyday, if he did win it would be super high difficulty. Tobi has rinnegan + sharingan + 6 paths + jinchurikis + 6 bijuus

Tobi feared itachi when he was weak. Once he got rinnegan he can stomp itachi. Gedo + everything i stated above. I think you are severely underrating tobi.
