Why do some of the characters have incapacitated ages? What does it mean and why?

because they're not dead but they're not capable of fighting either. I assume you're talking about people like orochimaru, samui, yamato,anko, hidan? who are either sealed or taken out of commission.

Because they have had a birthay during that time. Example: During the start of the Naruto original series Itachi was aged 17 then turned 18 but in the start of Shippuden he was aged 21 and died before his birthday came again.
