I would say Jiraiya.
his most noteworthy students are, Minato (4th Hokage), Konan, Yahiko, Nagato (aka Pain), and obviously Naruto.

Jiraiya left him Rasengan, and SM, and Killer Bee took over Bijuu training, kakashi & yamato both helped with RS, but they are nothing when compared to Jiraiya & Killer Bee.

I think Hiruzen is the best teacher. He produced Jiraiya, Orochimaru and Tsunade, the three most influential characters in the series.
