This time, the limits are twisted. Which Dojutsu user would win in an all Ninjutsu fight.

Ninjutsu includes:
Pein (All Rinnegan techniques which allows him to use the powers of the Sage of Six Paths and all elemental jutsu such as Water Release, Fire Release, Earth Release, Lightning Release, and Wind Release)

Neji (The Byakugan and Hyuga Style ninjutsu such as 8 Trigrams Palm Rotation reflecting any and almost every attack, 8 Trigrams Air Palm which is a long range wind attack, and Mountain Crusher)

Itachi (Sharingan techniques such as Susano'o, Amaterasu. Fire Release techniques such as Fire Style: Fire Ball Jutsu, and also Water Release techniques such as Water Style: Water Fang Bullet)

They all have powerful ninjutsu, but which one reigns over all?

If you guys would read, I did see Dojutsu user. So I've decided to use the top three main Dojutsu users; Pein, Itachi, and Neji. So deal with it and answer the question, or else don't say anything at all.
