Ever time I see this I always think of Kirin, just the sight of this rapid wind coming from the sky. (Yes not cannon I said it just gives me the thought read on)

There has been references about Naruto and Sasuke about Wind and lightening.

I think Kirin is stronger but in Naruto wind is naturally stronger than lightening so this might help it out. For some reason I can just Image naruto saying while sasuke's kirin is in the sky saying "EAT THIS!!" and throwing it at it even if kirin is stronger Naruto is way stronger then Sasuke right now so it doesn't really matter. Just a thought.

Yes but lightning is a faster technique that can be used when the user is comepltely drained of charkra , but rasenshuirkrn is ever to clash with kirn which is highly unlikely do to Kirn's Ridiculus speed moviing 1/1000 faster than sound . Rasenshurkien should win due to Wind>Lightning .

Yes agree on his example but not that kirin is a giant wooden bridge to rasen-shuriken. Sasuke was going to kill them all with kirin and oro said no. Naruto said I need to become stronger and he trained and developed rasen-shuriken. Also wind>lightening so I think all of that is telling us they are about matched. Well that's what I think anyway.
