Temari is very versatile in wind jutsu.
Danzo is also versatile in wind jutsu.

Danzou imo.

first of all, he's the most versatile, he has a wind summon, can pair it with swords and shuriken, hovering and evasion techniques, and of course offensive slashing ones.

secondy, his attacks are powerful enough to split a muscled susanoo.


naruto has the most powerful wind attacks though, but i'd wish he'd learn some of danzou's techniques, and the sage art ones, they're incredibly useful.
