When it cut Orochimaru's snake's heads, they didn't get sealed. It only seemingly sealed something when it pierced it (Orochimaru). And on that note, does Gedo Mazo have a soul/spirit?

Gedo Mazo doesn't have a soul for Totsuka to seal. Not to mention it with 7 bijuu is probably too powerful for Totsuka to seal (similar to how Kyuubi was too powerful for Shiki Fujin).
Gedo Mazo wins imo.
