Jiraiya wins, he's far too versatile and without Gyuki KB isn't fighting off an entire Toad Army and Jiraiya w/ incredible versatility. I'll go with "He gets Frog Songd"

bee is pretty much only raiton and taijutsu without his bijuu. jiraiyas far more versatile and deadly
