i think most char of the k 12 need a lot more power they should get new outfits to power up again maybe after the defeat of Tobi.

Kishi simply didn't have enough time to focus on neji and the others that is the simple answer. He is focusing more on sage six paths, two sons, juubi and all that stuff. It's a real shame though kishi created all these awesome characters but now they mean nothing. The chunin exams is an example of how things would go if kishi was focusing on everyone.

yea u r right bro. kishi should had at least given some special powers to byakugan users too instead of making this manga just about uchihaa's and there speical sharingan power. sharingan powers are just incread tremendously and new power like izanami, izanagi,susanoo,amatersu, koto amatsukami, super susanoo,susanoo rigged with amatersu, and god know what to come. but seriously nezi really deserved super powers close to range of naruto and sasuke too. beacuse nezi was even more skiled and powerful than naruto and sasuke . he was a prodegy of hyuga clan, which was considered as powerful as uchihaa and senju but kishi lost track these day.

but who knows kishi change his mind and provide byakugan users with powers like space time ninjutsu with byakugan:noc:

or infinite white environment genjutsu :noc:
or may be whitetersau which send white flames which can freeze and change into ice everything it touches:noc:
or may be devine path of byakugan which can manipulate even living opponents and make his puppet. etc etc:noc:
or may be zunnnanu which can make susanoo like portection

Ive said this before neji can beat everyone in the leaf not named named naruto, or hiashi. his only weakness is gone which was long distance. people tend to forget that he closes chakra pts, and one hit from a normally hyuuga kills you as seen whenever hiashi fights anyone.

heres some scenarios=
kakashi can use ms, but neji is no slouch on speed, i think he can bombard kakashi with
multiple air palms, while closing the distance, once he's close enough its game over.

guy has better taijutsu but stylistically neji is a terrblie match up. gai has to close the distance which is normally what neji wants and while exchanging strikes every hit neji hits him with, he will hurt internally , while closing chakra pts, at any instant a vital pt can bhit o guy. if losing exchange kaiten is always an option. guy has gates, but with closed chakra points the chakra let out by the gates will be blocked.

tsunade has no chance of even hitting him. I lost confidence in her ever since the kabuto fight. He outstruck her. tsundade would be blasted with air palms, or that dbz blast, from a distance when she gets close she will get her chakra points and her strength+ looks will go away.
