when does a>b>c logic not work?

i keep reading that in naruto a>b>C logic doesnt work but i cant think of any characters who are better than another character but worse than the character they are better than.

can some point out a few examples?

It never works because it just doesn't make sense. Nobody fights the exact same, and everyone has different moves they can and can't use or counter. It's like saying this:

Rock > Scissors
Paper > Rock
Therefore Paper > scissors?

Doesn't work.
