my first question is can someone explain to me how his intagible technique works?

the second is that since tobi used izanagi against konan...and lost an sharingan eye...since he replaced one of his eyes does that have effect whether he can use the transportation n intangible techniques?

We have no idea of how his phasing ability works... it might have something to do with his sharingan (and teleportation jutsu) as well as his body.

If his teleportation is indeed sharingan related then it has something to do with his right eye (the one which was visible through that hole) and in his fight with Konan hse sacrificed his left one.

Tobi's intangibility has not been explained in the series, yet. There is a lot of speculation around the Base, but nothing is certain until Kishi puts it on paper.

Tobi can still use his techniques even though he use Izanagi. I'm not certain, but sharingan techniques are dependent on the user's DNA or the DNA of the original Uchiha that had the eye. Some sharingan techniques, like Izanagi and Izanami (and maybe Susanoo) can be used by regardless of DNA so long as the user is powerful enough. Therefore, Tobi's ST and intangibility (which seem to be related) are dependent on his DNA, independent of who's eye(s) he transplants into himself.
