Best(NOT STRONGEST) Villain

So I was thinking, who has played the role of villain the best throughout Naruto, and would you class Sasuke as a villain? I wouldn't but that could change! Anyway who was the best villain as in most evil, most manipulative most feared all of that but NOT STRONGEST because you'll obviously say Tobi or Madara,so who do you think?

I'd say Orochimaru, everything he does is for personal gain.
Itachi: Not really a villain
Nagato, Tobi: Both say they are doing it for "peace" which is not very villain like.
Kabuto: Just a copy of other people.
Madara: Maybe a close second.
Sasuke: Not really evil but rather insane.

Right...care to elaborate? His current plans are to kill everyone in Konoha, where only two people had any sort of connection to the Uchiha massacre, which was a tragic, but necessary, way to avoid a possible self-inflicted war.

The rest of the village had absolutely no idea about any of this. Yet Sasuke blames everyone and wants to kill them. That is not being an "avenger", that's being a psychopath.
