I say Juugo, Asuma has skill+experience but not enough firepower to contest. I wish Juugo would go overdrive curse mode again because A Raikage is not the best for target practice as he can tank most attacks

exactly, Juugo can take a superhuman beating and get up afterwards to dish one out himself. Asuma is MAINLY a pt1 character so even though he is a strong jounin he was never given any destructive techniques

In fact aside from Chakra Blades and that exploding ash tech i dont even remember what he can do, and neither of thoes were large enough scale to make juugo flinch
