if you read carefully I said "that's how I would rate them."
in other words, it's only my opinion. there are no truths in here. if we look at manga it's implied that they are both the strongest shinobi ever existed. so there is a little contradiction in the manga. kishi probably couldn't decide what to do at first and so something like that happened. or he is actually doing this knowingly, so that he can surprise as when the time is right.

however, in short there are no truth on this matter. only opinions. with the chapter count we have, it's impossible to say who was stronger for sure. you can't do anything more that stating your opinion.
