I was just wanting to know how you unlock this stage of the Byakugan? Or is it not even real?

Basically its the second stage to the Byakugan and only one person learned it, but he burned the scrolls on how to achieve it. It grants great speed, and is said that if the wielder can instantly kill a person on a molecular scale like the Rasenshuriken. But I don't know if it's true or how a person like Neji or Hinata could get it.
