If u are trained by a strong person doesnt mean yourself are strong. Orochimaru and Kakashi learned jutsus beyond only their villages jutsus. And Hiruzen said the number of jutsus u learn have nothing to do with your strenght. Yea he was said to be the strongest but nobody said why he was the strongest. We got no facts about his true power so his title of a god is just a myth. Sage of 6 paths was also said to be a god but unlike to hiruzen we know a little about his strenght which are that he beat 10 tails which is said to be the merged form of all the 9 bijuus together, he had rinnegan which is the strongest dojutsu, had immense chakra level and could do anythings with creation of all things technique.

I personally agree with what your saying (i think hashi is strongest) but i also see the hiruzen side of the argument, databook provides best evidence for hiruzen argument. Kishi says it himself, in databook AND in manga. So its tough to argue with that, but i believe that kishi really meant for hiruzen to be strongest hokage at the time, and what iruka said at the time kishi meant as a manga fact, but as the story has gone along things change and like you said it is now an incorrect comment from iruka.
