Ill tell u whyxd .He aint the strongest hokage but is defintly stronger then tsuande and 2nd mizukage.

He can do that water dragon jutsu with 1 hand seal it requires 44 hand seals usually. He can detect enmy by putting his fingers on the floor. xd He is also an good water user ( versing kisame). So what do u guys think ? he is underatted though i see noone talk about :nindaime:

True BUT he didnt perfect it because he stop studing it and labeled it forrbiden he could've kept on advancing it. The fact that he created it, is enough to know he was genius, Plus he was was good at S/T jutsus, hes underated
