Sandaime was the best. I definitely like him better than Tsunade. But I have'nt been given a chance to get to know the other Hokage's, except for the fact that they all fought to protect those precious to them and for what they beieved in. So its not a sure thing. Btw Danzo should'nt even be here. He was a disgrace to Konoha his Sensei and his friend Sandaime, and was even more malicious and power hungry than Orochimaru. To acknowledge him as a Hokage is outrageous, technically he might have been one, but should not have been recognised as such.
