What is the meaning of this war??

Ok, sounding like this it looks like a silly question, but now that i think about it, i think that this war was useless for Tobi.

I mean, why did he wanted to make a war with all the villages by even telling them when the war should start so that they prepare themselves, when he could catch Naruto and Bee by surprise(when they are not organised at all) with his entire army of Zetsus, Gedo Mazo and so on so that it could be much more easier for him to win?? :shrug:

yes your completely right but the reason why that didnt happen was because that does not play out to be a good story and thats all that really matters.....

Also remember when Tobi was thinking about Naruto and that he does not matter anymore and he is only going to be used to stimulate sasuke....that may a reason for the war

hes planning something else to draw the shinobi away from their villages for some reason..
wants as many peeps in one place for better control for the moos eye plan ?
wants to kill of as many threats - shinobi that could ruin the plan i.e attacks him when he s trying to do it might as well do it later when he wins and theres less of a problem ?
idk maybe kishi just wanted to make the manga more exciting ?

He was hoping the five kage would submit to his "moon's eye plan" when he approached them during the five kage summit.

Also Tobi has collected 7 tailed beasts in somewhat secrecy. For the most part, the five great nations all knew about the objectives of the Akatsuki at the beginning of Shippuden, courtesy of Jaraiya's intel sharing. There is no way that Naruto and Bee could be "caught by surprise".

At this point, the only way to collect the remaining tailed beasts is through brute force.

Honestly, Tobi probably could have captured all of the Jinchuriki without a single battle. He could have taken on the identity of a traveling hermit to learn the identity of the Jinchuriki. He could have then just waited for the right opportunity to take them. Fu and Torune were in the middle of a fight when Tobi captured them, and when he pulled them out for Kabuto, they were under a genjutsu. This would not have been very exciting, though.
