Fugaku Uchiha was named the "leader" of the Coup they were planning. He was NOT fodder LOL. This means he was leading the entire clan, he must be a good shinobi. His sons, if anything, should be a testament to this.

He probably wasn't resurrected for the same reason the rest of the clan wasnt. Their bodies can no longer be found (hid), the burial place for them I mean. Or maybe Itachi piled them up in a big heap and KATON'D they @$$ CTFU
