Temari is a jonin and the only female of the Sand Siblings, so far her role has been much bigger in Part 1 than Part 2. Personally, I think she's an awesome character that's very overlooked and underrated. One of my favorites. 
Personality
Appearance
In Part II, Temari's appearance is completely different, exchanging her previous purple-coloured kimono for a short-sleeved, black kimono that reaches down to her legs, with slits along the side and a more revealing neckline. While she retains a red sash tied around her waist, she now sported fingerless black gloves and now wore her forehead protector on her forehead. When escorting Gaara to the Summit of the Five Kage, she wears mesh armour underneath a sleeveless, purple dress with a purple blouse over it, a purple sash around her waist, hand warmers and leg guards. She also carried a scroll which she sealed her fan and instead chose to carry a smaller fan around with her.

According to her databook, her strengths are ninjutsu and intelligence. Her weaknesses are speed and genjutsu.

Personality
Temari is generally the tough girl compared to everyone around her, she is never afraid to speak her mind. Temari is known as the harshest of the females in the show, but she does have a sensitive side. She seems to value peace, as she questioned the reasoning of starting a war with the Leaf in Part 1. During the Chunin Exams, it's hinted that the one person she is afraid of is Gaara. When Gaara and Kankuro were fighting, she showed a mellow, happy, mood to make sure Gaara didn't harm her or Kankuro. In Part 2, Temari acts as a diplomatic liaison(a person who initiates and maintains such a contact or connection usually in armed forces) between the Sand and Leaf to prepare for the next Chunin Exams.Just like Kankuro, her relationship with Gaara has improved greatly. When Gaara was captured by the Akatsuki, Temari hurried back to the village to save him., and when Kankuro was poisoned, she watched over him until he recovered.
Temari very often appears with Shikamaru. Though they were opponents during the Chunin Exams, they came to each others' aid at different points in Part 1. When Naruto returned to the Hidden Leaf at the start of Part 2 and saw the two of them walking together, he asked them if they were on a date, and they both denied it of course. Despite her usual tough girl personality, she has a tendency to show her softer side around Shikamaru. For example, showing sympathy for him after his father scolded him for questioning if he should be a ninja after the Sasuke rescue mission failed. Then after Shikamaru escorted her to the village gates in the beginning of Part 2, she told him that he should take his duties more seriously, and also quickly become a jonin like herself. The same concept was shown again when she was assigned to the 4th Division of the Allied Shinobi Forces with Shikamaru. She tells him to "look alive" and "act more like a leader" because he was now the division's acting general instead of Gaara. Therefore even though she does reveal her softer side around him, she still pushes him to be a better man and Shinobi.

Temari resembles her mother very much with her green eyes and blonde hair, which is in four ponytails. In Part 1, Temari's outfit consists of a single light purple-coloured, off-the-shoulders garment that extended to halfway down her thighs, with a scarlet sash tied around her waist. In addition to incorporating fishnet worn over her shoulders and legs, specifically on her right calf and her left thigh, she also wore her black forehead protector around her neck. Temari is a highly skilled and capable girl that specialises in long-range combat. She is very observant and aware of her opponents abilities shortly into a match. When she fought Shikamaru in the Chunin exams she dodged his shadow technique just by simply taking note of its range limit. Suprisingly she is pretty sharp on defense; she was able to dodge Lee's leaf whirlwind and she barley had a scratch on her after destroying Tenten in the pre-lims. She has proven that she can also fight short range.
In actual combat, she uses her giant iron fan with her wind-nature to create devastating winds. In addition to being used as a club or to block, the fan can be used to glide on in order to intimidate her opponents. Due to the fact that she deflects kunai and tools with her fan, it is assumed it's made out of some type of steel. Inscribed on her fan are three purple circles spaced equally across its length, which she calls "stars". As she opens the fan to reveal each star in sequence, the power of the fan increases, ALOT.
When all three moons are revealed, Temari can create slicing whirlwinds that she can guide with her chakra. With this she can have a nasty long range offense, difficult denfense to get past(she just blows everything away), and she has even used it to manipulate the battlefield to her liking. Temari can also summon Kamatari, a one-eyed weasel summoned with her fan. Kamatari serves as her partner in battle, basically by creating strong gusts of wind to attack her opponents.
