The chakra cost of a technique is very important to determine wether it is a good technique or not.

Since every time he uses the MS, he ends up in the hospital, I think it isn't his best. However, the Raikiri is his best technique, since he masters it like no other.

Did you read the Gaiden?? Kakashi created Chidori... The hand signs and everything are the same, but Raikiri has a much more powerful amplitude, and thus is S-Rank, and was named when he cut a lightning bolt with it. Chidori is the same move but is less concentrated. Get it?
